Conclusions drawn include the fact that due to redistricting that occurs after each decennial census, over time some districts may have within their boundaries a greater number than the two depositories that Congressional district allocation was intended to produce. Likewise, over time shifting boundaries of districts have created districts that have no depositories whatsoever.
