The preprint of a published article dealing with the effect of allocating Federal Depositories by Congressional district. Conclusions drawn include the fact that due to redistricting that occurs after each decennial census, over time some districts may have within their boundaries a greater number than the two depositories that Congressional district allocation was intended to produce. Likewise, over time shifting boundaries of districts have created districts that have no depositories whatsoever.

This IPRO is working on the problem of creating an assistive device that will help blind and visually impaired (BVI) individuals exercise in a swimming pool and elsewhere with increased independence and also to present this technology to the community in a way that is usable to them. In the interest of achieving both of these goals the team has organized its structure into a technology team and a communication team, so that once the device has been created the methodology for teaching the community to use it will already be tested and approved., Deliverables
Peer-to-Peer File Sharing
A peer-to-peer (P2P) file sharing system is provided with an enhanced search method for a client node therein. A search from the client contains a primary search of metadata words and a secondary search of content file keys taken from the primary search results. The results of the secondary search are then used to rerank the results of the primary search before the client displays the results of the search to the user. Metadata distribution schemes can also be used to further enhance the utility of the system. Enhanced P2P file searching accuracy is thus provided. Stencil Screens
A blank for forming a stencil screen for silk screen or electrostatic stencil printing is disclosed. The screen includes a resilient, high tensile strength, porous substrate such as a monofilamentary nylon or stainless steel 200-mesh screen. A light radiation absorbent, self-combustible, ink-resistant, ink-impervious and tough film is applied to the screen, suitably a combustible black nitrocellulose film or a black cellulose ether film containing finely dispersed nitrate or perchlorate. The film is selectively removed by directly pulsing high-intensity light of over 10 joules per square inch for a short duration of 1 to 50 milliseconds in the form of an image pattern to ignite and completely combust the film only in said areas during the duration of the pulse., Sponsorship: IIT Research Institute, United States Patent

Stochastic mechanism of color confinement
It is shown that in stochastic QCD a vacuum color quark is confined due to the interaction with environment, chaotic dynamics of Yang-Mills-Higgsfields, decoherence of pure color state into mixed white (colorless) state and also squeezed, and entangled states appearance. Critical energy of order-chaos transition is obtained which depends on Higgs boson mass. Magnetic Transducer System and Method
A magnetic transducer head having a coupling gap of controllable effective longitudinal dimension. In one embodiment a gap spacer of magnetic material is energized by bias current and/or signal current during recording while being deenergized during playback to provide a larger coupling gap for recording than for playback. Recording gap size may be controlled dynamically, or a very high frequency bias current such as 100 mhz may be supplied to the magnetic gap spacer. A magnetic head may have a zero gap dimension when the magnetic gap spacer is deenergized to prevent any substantial residual external field. Continuous Antisolvent Crystallization Process and System Using Plug Flow Reactors
A process and system for continuous crystallization of a compound using antisolvent addition in which a solution is prepared with an organic compound and a solvent. An antisolvent is added to the solution in a continuous plug flow system comprising at least one process module. The antisolvent can be added in multiple addition points such that the overall amount of antisolvent added to the continuous plug flow reactor remains fixed. The multiple addition point technique provides every process module with an equal volume of antisolvent. Finally, crystals are recovered from the slurry upon exiting the system. Electro-Osmotic Production of Hydrocarbons Utilizing Conduction Heating of Hydrocarbonaceous Formations
An electro-osmotic method for the production of hydrocarbons utilizes in situ heating of earth formations having substantial electrical conductivity. A particular volume of an earth formation is bounded with a waveguide structure formed of respective rows of discrete elongated electrodes in a dense array wherein the active electrode area and the row separation are chosen in reference to the deposit thickness to avoid heating barren layers. Electrical power is applied at no more than a relatively low frequency between respective rows of electrodes to deliver power to the formation while producing relatively uniform heating thereof and limiting the relative loss of heat to adjacent regions to less than a predetermined amount. At the same time the temperature of the electrodes is controlled near the vaporization point of water to maintain an electrically conductive path between the electrodes and the formation. A heat sink is provided by supplying aqueous liquid electrolyte to space between the electrodes and the adjacent formation, thereby maintaining the temperature thereat no greater than about the boiling point of water and maintaining a conductive path between said formation. Personal Digital Assistants (PDAs), cellular phones, and other wireless devices represent the new paradigm for personal communication and interactivity. This project would involve the creation of an application (or series of applications) that would enable secure access to corporate databases via these devices. Hence, individuals such as consultants working in remote locations can submit timesheets, access corporate knowledge centers etc. While salespeople or contractors can access inventory nformation, request inventory or service conveniently, without the hustle involved in, for example, booting up a laptop, dialing into the corporate network and then performing these tasks. The end result may be a lightweight corporate portal that can be accessed using these wireless devices. This project will give students an opportunity to explore new media devices other than those already being studied in the curriculum (i.e., PCs, and application development for PCs).
